Recommendations for the selective collection of local waste

Agreements are binding instruments Ecoembes enters into with Public Administrations to meet the obligations arising from Law 11/97 on packaging and packaging waste that determine the liability Ecoembes has in the financing of the additional cost arising from selective collection and selection and the guarantee of recycling and reusing packaging waste.

Agreements may be signed by Ecoembes and the competent bodies in the Autonomous Communities, where local entities would participate by adhering to their corresponding agreement, or directly by Ecoembes and the local entity. Whether they correspond to one kind or the other is governing by section 9.3 of Law 11/97 on packaging and packaging waste, providing that when an Autonomous Community has a waste management plan, agreements with Collective Extended Producer Responsibility System (SCRAP, in Spanish) agreements must be signed with the latter, and participation with local entities is done through them.

Invoicing

In the agreements signed between Ecoembes and the competent Public Administrations, several procedures are set, among which the invoicing procedure with the local entities adhered to said agreements should be noted.

The payment formula in the agreements includes parameters that observe several scenarios, based on variables such as type of location (urban, half-urban or rural) or the chosen collection system (side load, back load, igloo, etc.), aimed at promoting efficient quality processes adjusted to the specific reality of each local entity. Therefore, its correct application may become complex.

With the goal of facilitating correct invoicing of all the activities related to selective collection to local entities, Ecoembes makes available to all the entities adhered to the agreement an IT platform that allows to load data, manage documents and electronically process invoicing.

All the invoicing generated from Ecoembes’ website has the particularity of being electronic invoicing and it is not necessary to physically send documents. Electronic invoicing also follows a procedure reviewed by external auditors. Moreover, each invoice issued has an SVC (Safety Verification Code) that ensures the document cannot be changed and complies with all the legal standards required by the Spanish Tax Office.
