Why isn’t there a SDDR in Spain?

Because Law 11/97 on packaging and packaging waste offered the possibility of different agents in the packaging value chain (manufacturers, packagers and distributors) meeting their legal obligation by establishing a Deposit and Return System (SDDR, in Spanish) o by creating an Integrated Management System (IMS).

Between the two alternatives, these companies opted for establishing a IMS because they deemed it was more efficient to meet recycling goals, since these goals affected packaging waste as a whole (cans, bottles, wrapping, recipients, films, bricks, trays, etc.) and SDDR focused only on recycling residential drinks packaging.

Two decades later, the then-called SIG –now called Collective Extended Producer Responsibility System (SCRAP, in Spanish)– are the most widely used model throughout Europe to face the obligations placed by the EU rules on waste management.
