According to section 5 of the Decision 2005/270/EC “(...) The weight of recovered or recycled packaging waste shall be the input of packaging waste to an effective recovery or recycling process”, which means that nowadays the weight of recycled packaging waste is measured, according to the regulations, when entering a recycling plant. From June 2022, the new regulation will oblige EU Member states to apply a new measuring method to bring it even closer to the final stage in the recycling process. However, a transitional period until 2025 is considered, during which states may report their data according to both methods.
